rave-portal/src/main/webapp/css/default.css and rave-portal/src/main/webapp/WEB-INF/tags/rave_generic_page.tag  added.  home.jsp modified to use them.

> Need a directory for CSS and a default.  Need also directory for tab libraries. These can be utilities, but I like also the SURFNet/Coin way of using these to provide page templates. Alternatives are using Freemarker or Apache Velocity.  We can take some preliminary steps but probably need to discuss more on rave-dev.
