[ANNOUNCE] Flink 1.19 Feature Freeze Extended until Jan 30th, 2024

Hi devs,

Recently we collected some feedback for feature freezing date from
contributors,
there are two requirements that need to be delayed by a few days.

We decide to
*extend the feature freeze date to: Jan 30th, 2024, at 00:00 CET(UTC+1)*
Since this is only a few days delay, we are no longer initiating an
extension discussion and vote.

Note there will be no extension after Jan 30, so please arrange new
features in the next release if
they cannot be finished before the closing date.
