[PR] HDDS-16605. Reduce noise from failed copy-jar in integration check [ozone]

## What changes were proposed in this pull request?
When tests fail in some module, its `package` step is skipped. `integration` check runs with `fail-at-end` by default, so it continues with other modules. Dependent modules run into the following error:

[ERROR] Failed to execute goal org.apache.maven.plugins:maven-dependency-plugin:3.11.0:copy-dependencies (copy-jars) on project ozone-dist: Artifact 'org.apache.ozone:ozone-s3gateway:jar:2.3.0-SNAPSHOT:runtime' has not been packaged yet (is a directory). When used on reactor artifact, copy should be executed after packaging: see MDEP-187. -> [Help 2]
```
This is harmless, since it does not affect any integration test, but is noisy (shown in Develocity as separate error).
To avoid the noise, run only `test` phase instead of `verify`, so modules are not packaged, hence `copy-jar` is not executed. (Except `filesystem` split, which does not skip shading, and thus needs package step.)

## How was this patch tested?
Induced test failure in `hdds-config`, verified that no errors about `Artifact ... has not been packaged yet` occur in dependent modules. ([job](https://github.com/adoroszlai/ozone/actions/runs/36120322160/job/108024615971))

Just curious, is `unit.sh` meant to run only `test` too? I tested it locally and found `ozonefs-hadoop2` fails to compile, since it doesn't pass `-DskipShade`. The check still passed, silently skipping `TestOmKeyInfoWithHadoop2`. Would keeping `verify` as the default here work, or do you have another option in mind?
