[PR] make stats model work while migrating [paimon]
weijietong opened a new pull request, #9541:

### Purpose
The current implementation will ignore `metadata.stats-mode` while do migration from hive. The `FileMetaUtils` will always generate column metadata even you set `metadata.stats-mode = none`. This PR make this option work.
### Tests
new `FileMetaUtilsTest` test case class
