I believe you must be referring to the section "JDBC Connection Basics." The term "URL" is italicized the first time it is used, but not after that, unless it is used as an argument in a syntax statement.

You can find the Derby documentation conventions in the "Typographical conventions" section of the Getting Started Guide: https://builds.apache.org/job/Derby-docs/lastSuccessfulBuild/artifact/trunk/out/getstart/getstartderby.pdf. 

You can close this bug report as "Not a problem."
