[jira] [Created] (INFRA-9588) cannot access svn + mistake in docs

Tony Homer created INFRA-9588:
---------------------------------

Summary: cannot access svn + mistake in docs
                 Key: INFRA-9588
                 URL: https://issues.apache.org/jira/browse/INFRA-9588
             Project: Infrastructure
          Issue Type: Bug
          Components: Subversion, Website
            Reporter: Tony Homer

I am a new committer/PMC member and would like to read the voting rules at:
https://svn.apache.org/repos/private/pmc/forrest/pmc-member-vote.txt

However, when I enter my username and password, I get:
Forbidden
You don't have permission to access /repos/private/pmc/forrest/pmc-member-vote.txt on this server.

I'm not sure if my account is not yet setup or if there is some problem with it. I tried to find info in the docs on what to do. [This page|http://www.apache.org/dev/version-control.html#https-svn] says to visit https://svn.apache.org/change-password in order to change password, but https://svn.apache.org/change-password does not exist (404). If I should log a separate issue about this, please let me know!

Note that I am able to login to https://id.apache.org/ with my current username and password.

Thanks in advance for the help.
