[I] Bring back `test_run_with_inactive_assets` TI test [airflow]

### Body
This test broke when `dag_maker` began making multiple serialized dag versions in the db (in #48477). After spending a bit of time with @Lee-W, we weren't sure this test is even testing what we want to test and/or its confusing, so we will skip it for now and circle back later.

We don't do this check in scheudler now. Thus, this test is not needed now
