[VOTE] Release Apache MXNet (incubating) version 2.0.0.beta0.rc1

Dear MXNet community,

This is the vote to release Apache MXNet (incubating) version 2.0.0.beta0.rc1.
Voting will start Tuesday, December 21st, 2021 11:45 PM (UTC) and close on December 24th, 2021 11:45 PM (UTC).
