We want to implement a listener that sends email to users overpassing some configured thresholds.

We should avoid notification duplication within a certain duration.

We should avoid sending recurring emails. Instead, we will be sending emails only when the given threshold is exceeded.

That will be implemented as a mailbox plugin. Mailbox implementations can offer storage backend for this plugin. We will provide an example with the memory implementation.
