When making a request on a InfoDiscoBit image resource with ACCEPT header set to application/rdf+xml then still the image is returned.

According to section 10.4.7:
Note: HTTP/1.1 servers are allowed to return responses which are
not acceptable according to the accept headers sent in the
request. In some cases, this may even be preferable to sending a
406 response. User agents are encouraged to inspect the headers of
an incoming response to determine if it is acceptable.
Do you think it would be better to return 406?
Clearly we cannot return the rdf description when requesting an InfoDiscoBit with type rdf/xml as this would create ambiguity when an InfoDiscoBit with type rdf/xml is requested. To get the rdf despriction of an InfoBit one might just add "-description" to the URI.
