Incorrect default manualdir value with layout.

If, when using  config.layout, you miss out the "manualdir", make install will 
copy the manual files to / and chmod /, causing all kinds of nice problems. 
Whilst this is in effect a user error as manualdir should be set, a sensible 
default value should perhaps be assumed (as is on 1.3.14, but not here with 
1.3.26) or an error flagged. Other values may have similar default problems, I 
have no tested.
