Looks basically good but requesting
http://apache.intissite.com/ant/ant-current-src.zip gives a 403
Forbidden error and that shows that your configuration probably lacks
the correct settings for the Options directive: 'Options Indexes
SymLinksIfOwnerMatch'
Please have another look at our recommended configuration at
http://www.apache.org/info/how-to-mirror.html

As said, the executable bit isn't the problem. There's no need to take
any action (but if it fixes the issues I won't stop you in doing so).
The problem is with the symlinks. For example the file
http://apache.intissite.com/ant/ant-current-bin.zip is a symlink to
http://apache.intissite.com/ant/binaries/apache-ant-1.6.0-bin.zip
Requesting the symlink results in a 403 error whereas requesting the
link target itself succeeds. This leads me back to the assumption that
something with the 'Options SymLinksIfOwnerMatch' directive is not
working as expected.

1. We do change permissions on those files in our mirror
OR
2. You will change it on your end
We are ready to do it on our end. What do you think?

It looks like we did everything exactly as you have in mirror instructions:
Our Apache Server:
Server Version: Apache/1.3.29 (Unix)
Here is our configuration:
<Directory /data/storage/intis/apache>

ScanHTMLTitles DescriptionWidth=*
HeaderName HEADER.html
ReadmeName README.html
AllowOverride FileInfo Indexes
Options Indexes SymLinksIfOwnerMatch
</Directory>
Here is our rsync:
rsync -rtlzv --delete www.apache.org::apache-dist /data/storage/intis/apache
We have tried both options -l and -L
but still could not get correct result.
Maybe you can help.
