[IPMC][RESULT][VOTE]: Graduate Apache Kudu from the incubator

The IPMC vote to graduate Apache Kudu from the incubator has passed!
Congratulations everyone, this is a great milestone to have reached. The
resolution has been added to this months board report

With 11 +1 votes and no negatives the vote to graduate Apache Kudu from the
Incubator passes. Thank you everyone for taking the time to review and cast
your vote. I will add the resolution to the upcoming board agenda and to
this months Incubator status report.
