Modifications of dynamic properties are being persisted on server, but default values are being shown in UI. 

Also, we should not validate dynamic configs which are of type string.
* mapreduce.map.java.opts
* mapreduce.reduce.java.opts
* yarn.app.mapreduce.am.command-opts
