It looks like ACCUMULO-4229 added some slightly broken javadocs, (empty paragraph tags).

There appears to be a few other places where the use of paragraph tags is slightly unusual (unnecessary end tag in javadocs for HTML 4.01, unnecessary new paragraph at doc start), which can also be cleaned up as part of this.
