I have been generating the C++ vcproj/sln files for Visual Studio with an open-source tool called MakefileProjectCreator (MPC). I've used it for a long time with ACE (ACE no longer maintains project/make files of any type - they're all generated with MPC).
Doing this more generally would add another dependency on MPC (which requires Perl).

I am not sure we need to generate project files. I think the first step should be to review the .NET build system and decide whether we really need to support both nant and msbuild and also whether having a dependency on Java ant is unavoidable.
