[DISCUSS] Moving JIRA emails notification from kafka-commits@ to kafka-dev@

Guys,

I would like to propose moving the list for JIRA notifications from
commits@ to dev@.

The reason is that if people would like to know about direction of
Kafka development and find out what issues filed they just have to
subscribe to dev@.
Most of them do not necessarily interested following the files checkin history.

I figured out that the jira@apache.org is not a member of the list so I had to moderate the messages.  I'll get this fixed.

I just updated a JIRA and only got an update to my email account, but not
kafka-dev. Is that expected?

I think the dev list works fine forJIRA updates because it related to

But for incubator project I am not sure if we could have this extra
