Feature request: New ASF member account creation

In the case of new members without Apache id, perhaps we should allow "members" as the project name in ICLA workbench processing.

Agreed, so the code needs to skip this step for this case.

But it might be useful to send a mail to operations@ instead - as I
think Sam suggested elsewhere.

I don't think it's important to cc members@ on the ICLA filing or the member app. I think it's just noise. Members can keep track of the process by looking at the memapp-received file.
