DRAFT Tomcat 3.2 Release Notes

Pasted below is a draft of the v3.2 release notes.

I need the follwing:

Review sections 4 and 5.  Send any grammatical or technical suggestions
to mtharris@yahoo.com or to this mailing list.

Regarding section 6, do any of the "active" developers know off the top
of their head what issues (if any) are still issues.  Yeah, I'm too
lazy to reproduce the problems.  :-)  (But, I will if needed.)
