Further investigations using -debug option shows different Forking
calls:

With Ant 1.3:

[java] Forking java -classpath /wpsbuild/bld21/100809 ....
resp.
Execute:CommandLauncher: /wpsbuild/Ant13/bin/antRun
/wpsbuild/bld21/10080919/wps21/tools/ishield java -classpath
/wpsbuild/bld21/100809 ...



With Ant 1.4 and Ant 1.4.1b1:
[java] Forking /usr/java_dev2_ptf7/jre/sh/../../bin/java -classpath
/wpsbuild/bld21/100809 ...
and
Execute:CommandLauncher: /wpsbuild/Ant14/bin/antRun
/wpsbuild/bld21/10080919/wps21/tools/ishield
/usr/java_dev2_ptf7/jre/sh/../../bin/java -classpath ....

Question still remains: Where is the bug ??
