I have tried to find the “pop-up for formatting” in Open office Writer 4.1.1
AOO411m6(Build:9775)  -  Rev. 1617669, but it is not implemented.

The “pop-up for formatting” in MS Word is called Mini Toolbar. It appears
onscreen every time users right-click on the page area or when selecting text
and moving the mouse over the Mini Toolbar. The Mini Toolbar can be partially
disabled: so it will be visible only when right-clicking on the page area. This
functionality is available for MS Word since 2007 and allows the users to
change font style, increase/decrease the font size, increase/decrease indent,
make the text bold/italic/underlined, change the text highlight color or the
font color, center your text or copy the format of one previously written text
to the one that you recently written (Format painter). 

This functionality from MS Word is very useful because of the design of MS
Word: There are multiple tabs located in the top of the screen (Home,
Insert,Page layout, Refferences, Mailings, Review, View).When the user is
located on another tab (not the Home tab), the formatting tools are not
available any more. So he has to select the Home tab and then to format the
text (if he does not use Mini Toolbar). Because of this way of splitting the
functionalities in MS Word, the Mini Toolbar is very helpful.

Unlike MS Word, the Ooo Writer has other ways of displaying the formatting
tools: there are no tabs like in MS Word and by adding the toolbar for editing
under the menus (File, Edit, View,Insert, etc.) it remains there as long as the
user wants. This toolbar is customizable so the user can add as many formatting
options as he wants. 

In Ooo there is also the possibility of adding a Side bar in the right part of
the screen (This can be done from View->click on Sidebar). This sidebar also
contains formatting tools for text.

Since the formatting text tools can be set visible on the screen all the time
in Ooo Writer, the Mini Toolbar like the one from Word can be implemented, but
it is not a necessity.
