Summary: Rogue entries on a blank page
           Product: Fop
           Version: 0.93
          Platform: All
        OS/Version: Windows XP
            Status: NEW
          Severity: major
          Priority: P1
         Component: general
        AssignedTo: fop-dev@xmlgraphics.apache.org
        ReportedBy: jimt@bluestream.com

With the attached fo file, the even pages are defined as blank by having a zero
size region on the page (margins consume the entire page). This works well,
except in the given visible cases.
