jmh microbenchmark : measure restore path pause() / resume() toggle latency with 1,10,100 partitions 

May be RestoreConsumerPauseResumeBenchmark.java

(java/org/apache/kafka/jmh/streams/RawBytesExtractionBenchmark.java already exists as an example.)

Evaluation: based on results, decide whether to introduce a separate resume threshold (ex: resume only once the buffer drops below 50% of the cap). If toggle cost is negligible, keep the single threshold.
