Getting "Connection reset by peer" when sending a string which contains the sequence \n\n\n\n

When running on a windows machine on which the package "files for complex script " is not installed I get an exception when sending the string \n\n\n\n\n via axis. after installing the package all's well.
On windows 2003 server go to Control panel  Regional and language Options  Languages tab  "Install files for complex script .."

It is unclear to me why this occurs, it's a mystery to me why installing this package works, and why I get the exception when it's not installed
