Bookkeeper 4.8 plans

Hi,
We should cut branch-4.8 soon.
I volunteer as release manager.

Currently I did not start the process because last week we decided to
enhance the Bookie with the ability to handle future changes to disk layout
in 4.9, for example the ones needed to support persistent ExplicitLAC.

If I understand correctly Sijie is going to work in this area soon.
Sijie and Matteo were thinking about switching metadata to binary format as
well, in order to handle future changes to the format.

So we are deferring a bit the release.
I think there will be not space for big changes apart from the one
described before.
