Web Services Not Terminating

Hi All,
I hope that this is a fairly intelligent question.  I have been using
axis now for about a year with relatively little problem, but right
now I am having an issue with a web service that I wrote to deliver
images to a client app.  The issue is this.  Over time multiple
instances of java start up on the server, but they never end.  each of
these instances is consuming upwards of 100 MB so eventually the
server runs out of resources and crashes.  I am really looking for any
advice that I can get on this.  I have checked most of the client code
(written in C# and C++ .NET) and it appears that all the instances of
the webservice are being destroyed client side.
Few Details on the System:
I'm running Tomcat 5.0.19 and Axis 1.1 on a Redhat Linux SE Machine.
