#1 is definitely more ill-defined than it should be. The main thing I'd want to see is good overall cluster stability and behavior with 100s of spoke DCs, where each DC could be offline up to 50% of the time (as a useful baseline). Until, and unless, that is formally tested, I don't have too much to add.
