[PR] docs: add coding agent guidance [texera]

   ### What changes were proposed in this PR?
   
   Add repository-level coding-agent guidance for Texera contributors.
   
   This PR adds:
   - `AGENTS.md` with project layout, local validation commands, style/licensing expectations, and PR/issue writing guidance.
   - `CLAUDE.md` as a small pointer so Claude-based tooling uses the shared `AGENTS.md` instructions.
   
   The guidance reflects the existing repository templates plus conventions observed in recent closed PRs and issues.

   Closes #4548.

   Docs-only change. Verified by reading back both Markdown files locally.

   I do have some comments but I don't think I have time to work on this before weekend. I can approve this for now, and will raise PRs to revise it later.

   Let's invite more ppl to review. One rule of thumb I've learned: Keep it short. Better as an index and point to other materials. I heard it works better for agents to read.
