Interpreter settings file is always being read from Zeppelins' configuration dir. I want to make this configurable to address these two use cases:

- In a multiple user environment where a Zeppelin instance is deployed on a machine and multiple users' want to use it, this will lead to all the interpreter settings crammed into a single file.
- If the user has access to multiple zeppelin servers, he / she would prefer to have the same settings file across all the servers in order to get a seamless experience while switching the servers.
