DTD validation or yet another reason xml documentation blows

Can anyone tell me which file contains the following entity:

<!ENTITY % ISOlat1 PUBLIC
"ISO 8879:1986//ENTITIES Added Latin 1//EN//XML"
"ISOlat1.pen">

It is in the cocoon dtd and my validator keeps blowing up on that line
because it can't load "ISOlat1.pen" because it is in some external file.
