Tests annotated with @FlakyTest with bugs marked resolved

With the changes for GEODE-1374, I wanted to double check that we actually
have open issues for all of the tickets marked flaky in the source.

It turns out a lot of the bug numbers mentioned in the @Flaky annotations
are actually closed. I created a query that shows all of closed issues with
ticket numbers that I found in the source with a grep.

How do we want to go about cleaning this up?

I have some pending changes to the annotations of theses tests, please see
this review request - https://reviews.apache.org/r/49103/

Please make sure in the future that if you fix a test, you also remove this
annotation. Don't leave the annotation in unless there is an open bug!
