FLUME-3389 Build and test Apache Flume on ARM64 CPU architecture
Update problematic dependencies and Maven plugins.
The only problem left is Apache Kudu - there is no kubu-binary.jar for ARM64: https://issues.apache.org/jira/browse/KUDU-3264
