*STR:*
1) Deploy 3-node cluster.
2) Change config "Ganglia rrdcached base directory" in General tab and save changes.

*Expected result:*
- Ganglia service require restart (restart indicator present)

*Actual result:*
- Ganglia restart indicator does NOT present.
- "stale_configs" value on GANGLIA_MONITOR and GANGLIA-SERVER API is "false".
