August Sprint 1... AM Failure handling

I'm about to turn August Sprint 1 on at 12:00 PST today, so add any JIRAs
you intend to work on then. If you add an estimated time -please, please-
then we can even track approximate effort/accuracy of estimates (yes, this
implies updating work done too).

I'm going to focus on the AM restart of
https://issues.apache.org/jira/browse/SLIDER-69

I've split out from there all the work on Agent restart,
https://issues.apache.org/jira/browse/SLIDER-285 , which is what Gour is
working on. SLIDER-69 depends on it, it's just a way of partitioning "core
AM changes and improvements in YARN integration", with what is mostly agent
fixup. Mostly -things like SLIDER-286 &c are requirements of the AM which
the agent code depends on.
