[DISCUSS] Release ratis-thirdparty 0.8.0

Hi,

I would like to propose a new ratis-thirdparty release, with the
following changes since 0.7.0:

- Shade all Netty Native libraries (RATIS-1443)
- Upgrade gRPC to 1.43.2, Protobuf to 3.19.2 (RATIS-1496)

RATIS-1507 is now merged.  Thanks Attila for the quick review!

We may start a new release.  Indeed, how about calling it 1.0.0 instead of
0.8.0?

Hi Attila,

Thanks a lot for the 0.8.0 release proposal.  We should take this time to
clean up the Vulnerabilities from dependencies; see
https://mvnrepository.com/artifact/org.apache.ratis/ratis-thirdparty/0.7.0

Just have filed https://issues.apache.org/jira/browse/RATIS-1507
