The logical successor to https://issues.apache.org/jira/browse/SPARK-15799

I don't see anything specifically tracking re-release in the Jira list. It would be helpful to have an issue tracking this to refer to as an outsider, as well as to document what the blockers are in case some outside help could be useful.
 * Is there a plan to re-release SparkR to CRAN?
 * What are the major blockers to doing so at the moment?
