patch for QPID-2513

Hi,
I have attached a patch to QPID-2513 containing some  changes in the
PluginManager and Activator that would enhance the ability for qpid broker
to
use plugins via the OSGI framework. I would appreciate if someone would
review the code and feedback any issues.
