Hmm. I think this change is should be reversed. The official download site is
download.cgi (which distributes the traffic to the mirrors).

Oops. Thanks for catching this. Too many commits in one
day, I guess. The original cause of the problem is that I
didn't review sync to 1.13 carefully enough. My quick
glance of cvs diff before commit didn't catch it either.
I'll fix it shortly.

Yes. Agreed. We want to drive traffic to the mirrors as much as
possible. This was discussed at great length.
