   https://github.com/apache/incubator-nuttx/pull/6987 depends on this PR, the major objective is replacing global wait list(g_waitingforsemaphore, g_waitingformqnotempty and g_waitingformqnotfull) with per sem/mqueue list, which could improve the performance when the system has many sem/mqueue.
