Reverting Python 3 PR: #3431

I would like to revert the following pull request.
https://github.com/apache/incubator-heron/pull/3431

The pull request was to upgrade from Python 2 to Python 3, but I don't
think the pull request was fully tested. Myself and others are
having issues with the current state of the repo.

I propose that we revert this pull request, create a new draft pull
request. We can work together to complete the initial effort.

The PR to revert is captured here:
https://github.com/apache/incubator-heron/pull/3478

Thanks,
Nick

I've made a new Github issue and Draft pull request to capture the previous
incomplete work to upgrade to Python 3.

We can continue the effort here. Feel free to submit PRs to merge into this
shared branch.
Issue: https://github.com/apache/incubator-heron/issues/3480
PR: https://github.com/apache/incubator-heron/pull/3479

Hopefully this helps resolve the issues teammates were having.
