background CGI bug

Can one of the CVS gurus out there create some .tar.gz snapshots
of different versions between 1.1b0 and 1.1b1

I'll install them one at a time so we can narrow down the
changes to work out where the background-CGI-hanging-bug was
introduced.

I'll use a binary search method to narrow the range, so can we start
with something in the 'middle' between b0 and b1.

1.1 gets my veto until this is fixed.
