Background on id request process

First, an apology for the delay.  I've been focused on a few conferences,
presentations, and committee meetings...

For the moment, Brian is the only person who can actually add a new ID.  As
he cannot follow every mailing list, he relies on people with some
authority to relay on approved requests.  Once the id is created, he relies
on selected members of the PMCs to administer the appropriate permissions.
In the case of the XML project, this consists of Duncan, Dirk, and Pier.

I tend to copy the appropriate PMC, not just for courtesy, but also to make
the request more authoritative.  This way, Brian can feel comfortable that
all the XML PMC members are aware of the request and have the opportunity
to question the legitimacy of the request.

You guys did everything right in terms of the process of voting, letting me
know politely, and following up.  Just so you know, don't be afraid to
follow up - each of the people listed here has been known to occasionally
drop interrupts, and has been known to need a reminder now and again.
Finally, don't be afraid to work around obstructions - if you don't get a
timely response from me, contact one or more of the people above.  Trust
me, nobody will get their feelings hurt.

For reference, below is the actual request I sent to Brian before sending
this note.
