[Bug 4101] MPART_ALT_DIFF got a false positive for virtually empty part

Triage: I'm unable to reproduce in 3.0.4.  Cannot send emails out from Eudora
6.2.0 Mac, but sending an email with graphic attachment from The Bat! in three
emails, a) empty text plus graphic, b) empty HTML plus graphic, and c) empty
text plus empty HTML plus graphic, MPART_ALT_DIFF hit none of these. 

However, pursuant to Daniel's comment #2, attached will be some recent ham that
were hit by this rule. Perhaps someone can analyze these hits and lower the ham
hits for 3.1.1.
