Build break solved!

Hi folks!

The build problem I was having was due to not having adjusted my JRE 
security policy jars.  Thanks to Nandana for helping figure this out, 
and he's now documented this requirement in README.txt.

Everything builds fine now, and I'll get the snapshot nightlies 
happening on people.apache.org ASAP.
