[I] Drools build reports HTTP error 401 when checking maven-metadata.xml [incubator-kie]

   During a docker build-chain build the maven build seems to be checking maven-metadata.xml for maven plugin properties-maven-plugin:

   ```
   This might be caused by missing version in plugin configuration.
