[DISCUSS] Enforcement action to maintain JIRA info (fixed version, etc..)
Hi,
Now some jira issues are not maintained very well when they are closed.
For example, the "fixed version" may be left blank.
To avoid the case, we can set some rules.
For example, if a PR is approved but not merged, The submitter or the
committer (if the submitter has no permission) must maintain the jira info
correctly (and then paste the jira link to the PR).
We merge a PR only after they finishing the step.

Thanks for bring up this discussion Xiangdong!
big + 1 for set rules for close JIRA.
And one suggestion here is: Would be better to left some comments when we
close the JIRA. such as : Fixed in master: {commit id }, Fixed in 0.9:
{commit id}.
which I have mentioned in [1] few weeks ago. :)
