IIRC after discussion I think we concluded that it was perfectly acceptable to send a disposition for a message which had not yet been completely sent.  It is an interesting test case for the receiving party to ensure that they handle such a sequence correctly

The only issue would be if a settlement state is sent in a disposition prior to all frames being transferred, when the application did not order the updates in this order.

Can you clarify if there is a bug here?
