That is an external dependency, so the patch will be brought in when we 
upgrade our copy of NSS. See

If Raymond can check whether a recent release at
ftp://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/
builds fine for him, then the issue he should open on our Bugzilla is 
simply "upgrade NSS from 3.14.4 to 3.16.1" (or whatever works) and the 
upgrade will be queued for the next OpenOffice release.
