The /v1/locations endpoint simply transforms the data it receives into catalogue format but does it badly, so valid data may not be transformed correctly. Since locations are now representable as catalogue items the endpoint should be removed in favour of using /v1/catalog directly.

The jsgui's interface for adding locations should be updated in tandem.
