Please accept this patch that provides a solution for this issue.
Resolution:
1) http://<your-host>:<your:port>/axis2/services/MyService?policy
will print the effective policy of MyService
2) http://<your-host>:<your:port>/axis2/servcie/MyService?policy&id=urn:MyServicePolicy
will print the Policy in which the Id=urn:MyServicePolicy
